πŸŒπŸ§’ How to Get a Pennsylvania Driver’s License (Under 18 & Not a U.S. Citizen)

 

Step 1: Study the PA Driver’s Manual

You must prepare for the knowledge test. Download the manual or use the PennDOT mobile app to study.

Step 2: Complete Required Forms

  • DL-180 (Medical Qualification Form): Must be filled out by a licensed physician.

  • DL-180C: Must be completed and signed by a parent or guardian.


Step 3: Gather Your Documents

Bring the following to your local Driver License Center:

  1. Completed DL-180

  2. Passport and valid visa or immigration documentation

  3. Social Security Card (or a letter of ineligibility from the SSA if not eligible)

  4. Two proofs of PA residency (examples: utility bill, lease agreement)

  5. Parent/Guardian Certification Forms:

    • DL-180TD (with parent/guardian signature notarized)

    • DL-180C to certify 65 hours of supervised driving (after permit is issued)

  6. Payment

    • Learner’s Permit + 4-Year License: ~$45.50

    • Credit/debit card or check; no cash accepted


Step 4: Take the Vision & Knowledge Tests

  • At the Driver License Center:

    • You'll take a vision screening

    • Then a knowledge test (18 questions, 3 wrong max to pass)

    • Language options are available (but Swedish is not as of 2024)


πŸ›‘ Note: Learner’s Permit Restrictions

After passing the knowledge test, you'll receive a learner’s permit.
You must:

  • Hold it for at least 6 months

  • Complete 65 hours of supervised driving (including 10 hrs night + 5 hrs bad weather)

  • Be accompanied by a licensed driver aged 21+ in the front seat


Step 6: Schedule and Take the Road Test

Once you’ve completed your 6 months and 65 hours:

  • Schedule online or call 717-412-5300

  • Bring:

    • Learner’s Permit

    • DL-180C signed by a parent/guardian

    • Valid registration + insurance for the vehicle

    • Licensed adult driver to accompany you

  • You’ll receive your junior driver’s license (valid until age 18 with some restrictions)
