How to Obtain a Pennsylvania Driver’s License (For Foreign Nationals)

Whether you're a resident foreign national or visiting from another country, here is the updated step-by-step process to get your PA driver’s license or legally drive in Pennsylvania.


Driving in PA as a Visitor from Another Country

  • Check if your country has a Driver License Foreign Reciprocity Agreement with Pennsylvania.
    If yes, you may be able to convert your foreign license without taking the knowledge or road tests.

  • If no, you are legally permitted to drive in PA for up to 30 days using your valid foreign driver’s license before you need to get a PA license.


Step 1: Study the PA Driver’s Manual


Step 2: Complete Form DL-180

  • This form is a physician certification verifying your physical ability to drive.

  • You must have it filled out by a licensed physician.

  • Available at the above PennDOT link.


Step 3: Visit a PA Driver License Center with the following:

Bring all of the following:

  • Completed DL-180 form

  • Valid Passport and Visa

  • Social Security Card (or SSA letter of ineligibility if you don’t have an SSN)

  • Two proofs of Pennsylvania residency (utility bills, lease agreement, etc.)

Payment Fees (as of 2024):

  • 4-year driver’s license: $39.50

  • Class C learner’s permit: $6.00

  • Note: Cash is NOT accepted — pay by card or check


At the Driver License Center:

  • Eye screening test

  • Knowledge test (18 questions) — You may miss up to 3 questions

  • Knowledge test available in multiple languages (not available in Swedish as of 2024)


Step 4: Schedule the Road Test

  • Once you obtain your learner’s permit, you can schedule your road test:

    • Online via the link above

    • Or call 717-412-5300

  • For your road test - Bring your learner’s permit, vehicle, and documents on test day.

Step 6: Receive Your PA Driver’s License

  • Upon passing the road test and paying applicable fees, you will be issued a Pennsylvania driver’s license.


Additional Important Information for Foreign Nationals:

  • Residency Requirement: You must be a legal resident or visitor abiding by the 30-day rule.

  • Social Security Number: If you don’t have an SSN, provide SSA documentation of ineligibility.

  • Language Assistance: Tests are offered in several languages; interpreters can be requested 

  • Reciprocity: If your country has a reciprocity agreement with PA, you may convert your license directly without tests — check the PennDOT website for the list of eligible countries.
